To start the FTP service on Windows Vista
On the Start menu, click Control Panel.In Control Panel, click System and Maintenance and then click Administrative Tools.
Double-click Services, right-click Microsoft FTP Publishing Service and then select Start from the menu.
To start the FTP service on Windows Server 2008
On the Start menu, click Administrative Tools, and then click Server Manager.
In the Server Manager pane, in the Roles Summary section, click Web Server (IIS).
In the Web Server (IIS) section, under System Services, click Microsoft FTP Publishing Service and then click Start.
